Randall (1863-1921).After graduating the University of Minnesota's Law Department in 1893, Richard Randall practiced law in Winona with his brother, Frank, until the latter was appointed Superintendent of the St. Cloud Reformatory in 1900. He continued to practice in Winona, served one term as county attorney, and in 1905 was appointed city attorney, a post he held until his death on November 23, 1921. In January 1922, the Winona County Bar Association presented a memorial to him in district court. |
