Foley (1921-2002) received his B.A. from St. Thomas College, LL.B from Fordham University, and LL.D. from Mexican Academy of International Law. A World War II veteran, he served as National Commander of The American Legion, 1963-1964. He was in private practice in Wabasha from 1948 to 1966, when he was appointed to the Third Judicial District bench. He was reelected three times. In 1983, he was appointed to the newly established Minnesota Court of Appeals and served until 1991, when he retired---technically, that is, because he still sat on panels of the court right up to his death on August 17, 2002.
