Spencer: "A Treatise on the Law of Marine Collisions" (1895).Herbert Ransom Spencer (1856-1932), a member of the Ohio bar, moved to Duluth, Minnesota, in 1887. There he specialized in maritime and mining law. He lectured on "Maritime Jurisprudence" at the University of Minnesota College of Law from 1893 to 1904. His "Treatise on the Law of Marine Collisions" was published by Callaghan and Company of Chicago in 1895. It was advertised as "a treatise on the law governing the navigation of vessels upon the high seas and inland waters, and the rights and liabilities arising on account of collisions between vessels."
